IDIS Bulletin: Signing the treaty on the border regime with Romania highlights the shortcomings of the Constitution
Pe parcursul a două decenii, problema semnării Tratatului de bază cu România a fost contestată şi discutată până la epuizare, învăluită cu acuzaţii emoţionale. Pentru a readuce discuţia din făgaşul divergenţelor lingvistice şi istorice la cel de ordin tehnic, autorităţile moldovene şi cele române, cu concursul Occidentului, au optat pentru semnarea unui Tratat privind regimul de frontieră. Însă, se pare că şi pe domeniul strict tehnic tratatele moldo-române sunt urmărite de pecetea fatalităţii. Pe de o parte, avem demersul preşedintelui interimar, Mihai Ghimpu cu privire la neconstituţionalitatea tratatului din 8 noiembrie, iar pe de alta -“ reticenţa diplomaţilor francezi, care şi-ar fi dorit să vadă încheiat un Tratat de frontieră, care să prevadă o recunoaştere mai amplă a hotarului de la Prut.

IDIS Bulletin: IDIS Bulletin: Signing the Deep and Comprehensive Free Trade Agreement with the EU must be postponed until the economic reformation and institutional harmonization.
The benefits of signing a Deep and Comprehensive Free Trade Agreement (DCFTA) with the EU could lead to a growth of around 12.5 percent in the real GDP, according to a feasibility study ordered by the European Commission. Meanwhile, The Republic of Moldova must face some challenges and financial costs, mostly to diminish the structural shock of liberalization, borne by the national economy and even more by the Moldovan producers. Under these conditions, the signing of the DCFTA could be delayed for allowing the implementation of some key-reforms. Or, the costs of the institutional harmonization for Moldova could reach approximately 1.1 billion $, or almost 20 percent of the Moldovan GDP for the 2009 year.

The new Russian geopolitical project, Russia-Kazakhstan-Belarus Customs Union was quickly seized by some Moldovan political parties, becoming even an issue for the electoral campaign. The Eurasian economic space that is articulated by Russia represents a misleading alternative for economic development and institutional modernization of the Republic of Moldova. Therefore, it should be treated as such: Republic of Moldova should keep European path, through a cautious sectorial and technically well-supported European integration. A political exercise that is not easy, especially since Russia will often remind us about the eastern structure. The fact is that Moldova cannot afford not to benefit from free access to European market, respectively, to suspend a comprehensive negotiations mechanism with the European Union.

Civic Council of the Customs Service held its constituent meeting
Civic Council of the Customs Service held its constituent meeting on October 28, 2010. The legal framework for activity was approved at this first meeting. Also, the representative of the Economic Journalists Association was elected by consensus to be president of the Council. Viorel Chivriga from IDIS - Viitorul" was appointed as secretary of the council.

The guide was produced in the framework of the program - Assisting the authorities from UTAG in implementing the Strategy of Development Economy of Gagauzia through concept DELTA-Moldova", initiated by LGI/OSI, in cooperation with Gagauz authorities, co-sponsored by Soros Foundation Moldova and implemented by IDIS - Viitorul".
