EARLY WARNING REPORT REPUBLIC OF MOLDOVA
The new OSCE plan to end the decade-long conflict between Moldova and the separatistTransnistrian Moldovan Republic has stirred up emotions in Chisinau. The Politics section of thismaterial argues that, while it may be well intentioned, the plan is likely to fail like all the others beforeit, because it is unrealistic. No workable federal arrangement can be reached, and no free and fairelections held on all Moldovas territory, before the substantial disarmament of parts is implementedunder neutral international supervision. Unfortunately this is not likely to happen until the majorinternational actors understand the importance of transforming Moldova into a stable and reasonablyfunctional state -“ primarily the EU, who is going to share a border with it soon. It is important that theWest commit some effort and resources to achieving this long-term goal. View:

Action Plan EU - Republic of Moldova: an Unfinnished Task or a Complete Failure?
The implementation of the Action Plan UE/RM shall be seen from a different perspective than purely from a combination of statistical figures and boring statements. First, one shall define exactely the meaining and strategic relevance of this political document, which has been agreed mutually by the EU and Moldovan authorities. No one could neglect that the pragmatic aim of the Action Plan is to provide a targeted assistance in return to a set of structural change of institutions, mentalities and approaches, due to geographic proximity, as well as to the often-repeated claims that 'we are Europeans'. Nevertheless, the EU expects that Moldova can transform itself. But, perhaps this is exactely what cannot be achieved with certain political elites? View:

Moldova on its way to democracy and stability
Since the disintegration of the USSR in 1991, Republic of Moldova hasmade clear progress towards the consolidation of its state, of its military andcivil institutions, making itself notable on the geopolitical map of Europe. However,Moldova seems to be still scarcely present on the mental maps of the decision-makers from the West. Unlike the Baltic nations, that embedded themselvesinto the mind of the European public as a cohesive group of free nations, distinctfrom their poorer neighbors (Belorussians, Russians or Ukrainians, whit theirmore violent hystory after the disintegration of the Soviet Union), Moldova wasapproached with prudence if not completely neglected so that when importantEU officials have remembered, after 2003, about the post-soviet origins of thisrepublic, the Chisinau diplomacy felt offended. MOLDOVA ON THE WAY TO DEMOCRACY AND STABILITY
The study reunites a number of authors known for their articles and their professional performance: Nicolae Chirtoaca, Iulian Chifu, Igor Munteanu, Dan Dungaciu and Valeriu Prohnitchi, Iulian Fruntasu, Radu Gorincioi and Boris Asarov. Their presence in this anthology of topical papers dealing with various aspects of home affairs and international security issues comes as a prologue to a series of important efforts towards strengthening the rule of law in Moldova. These efforts stems from a considerable rethinking of the security sector reform, including policy-making and policy-design, public education and public awareness activities, aiming to ensure public, individual, economic and political security, which is so needed by the citizens of the Republic of Moldova. Poverty and Politics: equality with no democracy or democracy with no equality?
By all accounts, Moldova is one of the poorest countries of Europe . Like in many other transitional countries, poverty and inequality have risen substantially during the last decade. It is also true that poverty and misrule have driven so many citizens out of the country that their payoffs sent back home to their families and relatives have created a false illusion of prosperity. Shadow economy and emigration are actual problems that threaten not only the future but also the present sustainability of the social protection system of the country. View:
