EARLY WARNING REPORT REPUBLIC OF MOLDOVA
The new OSCE plan to end the decade-long conflict between Moldova and the separatistTransnistrian Moldovan Republic has stirred up emotions in Chisinau. The Politics section of thismaterial argues that, while it may be well intentioned, the plan is likely to fail like all the others beforeit, because it is unrealistic. No workable federal arrangement can be reached, and no free and fairelections held on all Moldovas territory, before the substantial disarmament of parts is implementedunder neutral international supervision. Unfortunately this is not likely to happen until the majorinternational actors understand the importance of transforming Moldova into a stable and reasonablyfunctional state -“ primarily the EU, who is going to share a border with it soon. Action Plan EU - Republic of Moldova: an Unfinnished Task or a Complete Failure?
The implementation of the Action Plan UE/RM shall be seen from a different perspective than purely from a combination of statistical figures and boring statements. First, one shall define exactely the meaining and strategic relevance of this political document, which has been agreed mutually by the EU and Moldovan authorities. No one could neglect that the pragmatic aim of the Action Plan is to provide a targeted assistance in return to a set of structural change of institutions, mentalities and approaches, due to geographic proximity, as well as to the often-repeated claims that 'we are Europeans'. Nevertheless, the EU expects that Moldova can transform itself. But, perhaps this is exactely what cannot be achieved with certain political elites? View:
