Igor Munteanu, Executive Director of the Institute for Development and Social Initiatives (IDIS) "Viitorul", Chisinau, Moldova, takes top diplomatic post after 17 years with the Moldovan think-tank.
Igor Munteanu, a member of the Board of Directors of PASOS (Policy Association for an Open Society) since 2008, was appointed Ambassador of the Republic of Moldova to the USA by decree of the President of Moldova, Mihai Ghimpu, on 17 August 2010.
As Executive Director of the Institute for Development and Social Initiatives (IDIS) "Viitorul", Chisinau, Igor Munteanu spearheaded the formation of a civil society coalition that framed a Roadmap for European integration and National Reconciliation after the indecisive elections of 5 April 2009. This initiative was launched in spite of the difficulties encountered by IDIS "Viitorul" and two other PASOS members in Moldova when they were targeted by the financial authorities for investigation of their sources of funding following their participation in a coalition that monitored the April 2009 parliament elections.
In a message to PASOS members announcing his appointment, Igor Munteanu said, "I hope that this change in career will have a huge impact on what I intend to do and in my work for the good of my country".
The PASOS Secretariat has worked closely with Igor Munteanu - as both Board member and as the Executive Director of a PASOS member think-tank - in working to form linkages between think-tanks in Moldova and EU officials. From April to June 2009, PASOS focused its advocacy efforts on EU policies towards Moldova, in particular through intensive communications with EU decision-makers, including the Czech government during the Czech EU Presidency (the first half of 2009), the EU special representative for Moldova, the European Commission, and key members of the European Parliament.
In addition, key meetings were set up between Moldovan think-tanks and the Brussels-based European Partnership for Democracy (PASOS served on the founding steering committee of EPD, and two current EPD Board members represent the PASOS members). EPD organised a series of meetings between Moldovan think-tanks, the European Commission, European Council and European Parliament in June 2009. This assisted in identifying support for monitoring of the re-run elections that took place on 29 July 2009.
Following the July 2009 elections, the Roadmap initiated by Igor Munteanu played an important role in the agenda of the new government, which is now actively pursuing closer EU integration.
Back in 1993, Igor Munteanu was one of a group of young intellectuals who established one of Moldova's first think-tanks, known as "Viitorul Foundation". Later on, the Viitorul Foundation evolved into a specialised public research institute, entitled Institute for Development and Social Initiatives (IDIS) "Viitorul". Since 1996, he has served as Executive Director of IDIS "Viitorul". On 25 August 2010, IDIS - Viitorul" will officially present its new executive structure.
