EU // IDIS Viitorul informed a group of citizens from Calarasi district how to monitor public procurement

The Institute for Development and Social Initiatives (IDIS) ”Viitorul” discusses, online, with a group of citizens from Călărași district about monitoring the transparency and efficiency of the procurement procedure: roof repair work at the Centre for Family Physicians from Călărași village. The purpose of the activity, which took place within the project ”Promoting energy efficiency in Călărași district”, was to empower citizens to monitor public procurement and how local authorities from Călărași spend resources from the district and local budget.

On Tuesday, May 18, the public procurement expert of IDIS "Viitorul", Diana Enachi, demonstrated to participants how it monitored the transparency and compliance of the procurement on the Centre's roof repair works, from planning until monitoring the execution of the public procurement contract. Also, how analyzed by the Council's website, in order to ensure access to information on procurement and procurement contract. Thus, it was found that the Călărași district Council makes efforts to ensure the transparency of public procurement, especially at the tender stage, but less at the stage of execution of procurement contracts. At the same time, deficiencies were found at the planning stage, or the monitored procurement procedure was not included in the Annual Procurement Plan for 2019 which is available on the district authority's website.

She also spoke about the analysis of data from the electronic public procurement system MTender and procurement platforms, part of the system; on the analysis data on awarded contracts and amendments to them on the website of the Public Procurement Agency, about the analysis of the data regarding the existence of appeals on the ANSC website; about the analysis of the data available on the OpenMoney portal and about the visit to the object of the acquisition to verify the works performed. 

According to Victor Ambroci, representative of the Business Incubator from Călărași, the family doctors center has five floors and citizens con not get on the roof to see the quality of the works. But, hopes that they have been carried out qualitatively, because the doctors say that is was not running inside the institution. He also said that the findings of the report should be sent to the district council to improve the web site, because is very difficult to find some information. He also opined that these are citizens' taxes and duties, and if the problem come back, the repair of the roof of the Center, in two-three years, will be painful for the citizens.

Nicolae Lupu, former director of the Center for Family Physicians in the city of Călărași, stated that  listening to the monitoring report noticed the shortcomings that were in the process of the contracting the procurement works. The doctor expressed the hope that they will be removed and will no longer be registered for future public procurement. "I don't understand why the cost of these works was not calculated correctly, why the offers came out so small. I don't know if all the money was capitalized, where those who remained eventually went ", Nicolae Lupu asked himself.

Carolina Ungureanu, manager project, said that all comments from the meeting will be included in a report, which will be submitted to the contracting authority to see the findings and recommendations made.
