Best practices of local public authorities implemented in 2020 - 2022 in Moldova were awarded. Find out which projects are winning

 

The best practices implemented by Moldovan local authorities in 2020 and 2022 were awarded on December 21 at a national ceremony. The event was organized by IDIS "Viitorul", within the Best Practices Programme of Local Public Authorities in Moldova. The Programme is implemented with the financial support of the Council of Europe and aims at identifying, promoting and disseminating good practices among local public authorities in the Republic of Moldova, thus contributing to the efficiency of local governance.

"Good practices have their roots implanted in the energy of the most dynamic citizens of the country, in the multiple experiences of innovative communities, in the living school of those mayors who, if they fall, get up and move forward, who, regardless of political forecasts, look for and find the solution to a series of problems local. It is therefore important to learn from good practices, to be inspired by incredible stories of courage, to dare, to be better and to be the change that we want here, at home", is the opinion of Ana - Maria Veverita, Programme Coordinator.

In his turn, Ion Țurcanu from the State Chancellery mentioned: "Despite multiple financial constraints, we still note remarkable results of some local public authorities. However, with modest resources, but with a lot of initiative, inspiration, dedication and involvement, we have local public authorities that have developed public services, promoted volunteering, attracted contributions, implemented ambitious projects and initiatives. We thank you all for your contribution and we continue to count on your support in the development of the Republic of Moldova".

"The most sincere gratitude to the mayors, the ambassadors of change in the Republic of Moldova, who enjoy the highest trust from the citizens, who believe and love the village, city and municipalities of our country, who wake up and go to sleep with the thought of bringing a change and solve the problems of citizens, who, through their own initiative and efforts, succeed with little resources to bring a change to our communities", said the president of CALM, Tatiana Badan.

In the current edition of the Best Practices Programme 84 good practices implemented by 57 local public participated in the competition. The sections applied by local public administrations are: 1. Transparent governance for a smart public administration; 2. Local development through community solidarity; 3. Authentic traditions at home; 4. Community infrastructure for social revitalization.

In the context of the national award ceremony, 21 certificates of participation, eight mentions, nine third-degree awards, seven second-degree awards, seven first-degree awards and ten special awards for the best practices implemented by local administrations in the period 2020-2022 were offered. The winning authorities receives trophies, diplomas and surprises from the partners of the Best Practices Programme.

Thus, the following first-degree awards were offered:

Transparent governance for a smart public administration

  1. Strășeni City Hall, the first smart city in Moldova digitized with the help of the City Health application, which ensures intelligent communication with residents

Local development through community solidarity

  1. Rusestii Noi commune (Ialoveni district) for the active involvement of the residents in the construction and rehabilitation of over 10 km of local road;
  2. Sîngera Town, Chisinau municipality, which succeeded in the construction of an aqueduct in the new neighborhood of Sîngera-Revaca through municipal bonds

Authentic traditions at home

  1. City Hall of Cimișlia, where the unique international festival takes place annually, entitled "Mioriţă Laie-Bucălaie"
  2. Căplani village (Ștefan Vodă district) for the Tourist Center "The Heavem Gates"

Community infrastructure for social revitalization

  1. Cantemir City Hall for the new wastewater treatment plant and a sewage system that serves the 5,500 inhabitants
  2. Slobozia Mare Village (Cahul district), a municipality that has one of the largest markets in the South of the Republic of Moldova and the only one that is open seven days out of seven

The best practices of local public authorities in Moldova in 2020-2022 can now be discovered in an anthology

 

Institute for Development and Social Initiatives (IDIS) "Viitorul" presents the Anthology of best practices of local authorities in Moldova, 2022 edition. The Anthology is produced within the Best Practices Programme for Local Authorities 2020 – 2022 and aims to describe the success stories of local authorities from Moldova.

"Working in partnership is the key to the development of Moldova, because only in cooperation can the quality of life of the inhabitants of the communities be increased. And good practices have their roots implanted in the energy of the country's most dynamic citizens, in the multiple experiences of innovative communities, in the school of life of those mayors who, if they fall, get up and move forward, who, regardless of political forecasts, look for and find solutions to a series of local problems. Local leaders not only know what to do, but through their energy, they can inspire and mobilize communities to face the challenges of the big problems facing the country and, through their dynamism, guide communities in producing their own development and provide solutions for a development harmonious society. Representatives of local authorities who believe they can change things for the better and want to motivate themselves to implement some of the successful models can carefully examine this anthology, and thus, being inspired, will be prepared to contribute innovative ideas to the process of community development and modernization of the locality", says Liubomir Chiriac, executive director at IDIS" Viitorul".

The publication was made possible by the efforts of IDIS "Viitorul" experts, as well as local public administration representatives, who constantly showed interest and creative ability.

The anthology of good practices includes the following sections: 1. Transparent governance for a smart public administration; 2. Local development through community solidarity; 3. Authentic traditions at home; 4. Community infrastructure for social revitalization. In total, in those four sections, 56 best practices from 38 local public authorities in the country, are presented.

The winning communities of the 2022 Best Practices Programme were selected

 

The best practices of local public authorities in the Republic of Moldova were designated on December 5 during the meeting of the Steering Group of the Best Practices Programme of Local Authorities and will be awarded at the end of this year. During the meeting, the members of the Coordinating Group gave a note to the good practices discovered during the documentation visits and decided which are the winning practices.

Thus, 38 communities from 23 districts and municipalities were visited between September and October 2022 (see here the list of visited localities) by the program implementation team. We remind you that for the current edition of the Good Practices Program, 84 of the most innovative best practices, implemented by 57 local communities in Moldova during 2020-2022, were submitted. The sections to which local public administrations applied are: 1. Transparent governance for an intelligent public administration; 2. Local development through community solidarity; 3. Authentic traditions at home; 4. Community infrastructure for social revitalization.

As a result of the competition, the most successful models of good practices from the local public administration in Moldova will be identified and disseminated, promoting the outstanding results of the communities that deserve to be known at the national and international level. In this sense, we can mention the "La Portile Raiului" tourist center in Căplani village, Ștefan Vodă district; the "Nisporeni - Dealul Bălănești" hiking trail, the City health mobile application from the municipality of Strășeni; the cross-border agri-food market from Slobozia Mare, Cahul district; the new treatment plant for the 5 thousand inhabitants of the city of Cantemir and the list can go on.

"At this edition of the Program, many authorities were highlighted with good practices that we evaluated according to innovation, efficiency, quality and the involvement of residents. I was amazed by the good practices this year and it was really a difficult process to choose the best ones. We hope that these localities will be open so that we can share these good practices further", says Tatiana Badan, president of CALM and member of the Coordinating Group.

"Best practices must first of all be encouraged, and this competition among local communities causes them to be better and aim for performance", added Valeriu Musteață, mayor of Săiti village and member of the Steering Group.

For his part, Eduard Ungureanu, expert in the "My Community" program supports the importance of citizens' involvement in community life "It is important to promote good innovative practices that bring something new; to promote communities that involve citizens and can identify sources of funding to make beautiful things”.

The Steering Group of the Best Practices Programme monitors and evaluates the implementation of the Best Practices Program, oversees the evaluation and selection of best practices of local government.

Best practices will be awarded at the National Award Ceremony, to be held on 21 December, 2022

Nine communities in Moldova will open their doors to share best practices

 

Communities with best practices will organize Open Doors Day in their localities from 18 September to 2 November 2022. Thus, representatives of local authorities in nine municipalities will share their successful experiences with other mayors and the general public.

The events take place with the financial support of the Council of Europe and the logistics of the Institute for Development and Social Initiatives (IDIS) "Viitorul". Thus, the Open Doors Day itinerary will include the following destinations:

The local communities in Moldova with the best practices are to be discovered within the Good Practices Program 2022. Find out what they are

 

The most innovative good practice projects from 38 communities in the Republic of Moldova are to be visited in the next period to see live the implementation of success stories. The localities were selected on September 2, by the members of the Steering Group of the Best Practices Programme of Local Authorities at a meeting. during a meeting. The Good Practices Program of Local Public Authorities from Moldova is implemented by IDIS "Viitorul" with the support of the Council of Europe and aims to identify, promote and disseminate innovative and effective initiatives from local public administration in the Republic of Moldova.

Among the good practices that localities in the country are proud of, we can mention the windmill in the village of Gaidar, restored with the support of the European Union, the first marked tourist route in the Republic of Moldova "Nisporeni - Dealul Bălănești", the modern street lighting system directed online from the city of Călărași, the largest cross-border market in the south of Moldova, open seven days out of seven in the village of Slobozia Mare in Cahul district, the new sewage system with a total length of about 21.2 km for the 5,500 inhabitants of Cantemir and the list goes on. 84 of the most innovative best practices, implemented by 57 local communities in Moldova in the period 2020-2022, participate in this year's competition. The sections to which local public administrations applied are: 1. Transparent governance for an intelligent public administration; 2. Local development through community solidarity; 3. Authentic traditions at home; 4. Community infrastructure for social revitalization.

Regarding the distribution of practices by region, the Center area remains the most active. Therefore, 48 best practices from 31 communities were submitted from the Center, from the Southern region – 23 best practices from 17 communities, and 13 best practices from nine communities were submitted from the Northern region of the republic.

"The best practices submitted by local public authorities this year deserve to be discovered and replicated by other communities in our country", said CALM president Tatiana Badan.

After being visited, the communities will hold open days and the best examples of good practice will be included in a Good Practice Anthology and awarded at a festive ceremony at the end of 2022.

And Eduard Ungureanu, expert in the "My Community" program and member of the Steering Group added "Best practices deserve to be appreciated thanks to the effort made by all the participating town halls. We can feel the increased interest from local public authorities towards projects that bring good value to the locality, through different innovations, infrastructure projects and regionalized services".

"Best practices serve as an example for other municipalities and communities to follow, inspire through innovation and the quality of the work done, and have an increased impact in the communities where they were implemented. I was impressed by the diversity of ideas and the impressive number of success stories submitted to the competition, and this makes me happy", said Zinaida Adam, UNDP Moldova program coordinator.

"Initiatives are to be appreciated and supported and you have to learn from local public authorities in different fields", emphasized Ion Țurcanu, principal consultant of the Public Administration Directorate of the State Chancellery and member of the Steering Group.

"Our common goal is to build strong local communities and for this reason, we believe it is especially important to learn from good practices, not to lose valuable ideas and to continue to know, recognize and apply them", said Ana - Maria Veverița, Coordinator of the Best Practices Programme.

In his turn, Daniel Popescu, Head of the Democratic Governance Department at Council of Europe said: “I am glad that these practices are celebrated, but the most important thing is not only to congratulate the winners, but also to learn from them. Learning from best practices is the best learning practice. There are mayors and innovative communities everywhere, especially in the Republic of Moldova, who bring new solutions to common problems in order to improve the lives of citizens”.

"The Best Practices Programme is a good example, worth following and replicating. This programme discovers many initiatives; discover people who, through sacrifice and dedication, bring change to local communities and better services for citizens. In the 2019-2020 edition of the Best Practices Programme 64 good practices implemented by 40 local public participated in the competition. The sections applied by local public administrations are: 1. Transparent governance for an efficient public administration 2. Local development through community involvement; 3. Energy efficiency - a priority for any locality; 4. Authentic traditions at home.

In the context of the national award ceremony, 11 certificates of participation, nine mentions, nine third-degree awards, seven second-degree awards, seven first-degree awards and three special awards for the best practices implemented by local governments during 2019-2020 were offered. The page includes information about the locality, local decisions, public procurement, public services provided, and other useful data. The site is available in Romanian, Russian, English and Turkish and also includes a version for the visually impaired.

Local development through community involvement

  1. Ungheni municipality for organizing the Urban Hackathon “Your city is changing for you. Together with you"
  2. Sireti (Straseni region) for the community involvement in arranging a sport space and repairing the local roads

Energy efficiency - a priority for any locality

  1. Festelita (Stefan Voda region) for the Creation of the Center of Excellence for energy efficiency by piloting the new typologies of energy efficiency in the village of Feștelița
  2. Leova for increasing the energy efficiency of the "Constantin Spătaru" Theoretical High School in Leova

Authentic traditions at home

  1. Budesti (Chisinau municipality) for creating the tourist and leisure route "On holiday in Budești!"

The winning communities of the 2021 Best Practices Programme were selected

 

Best practices of local authorities in Moldova have been appointed on 24 November at the meeting of the Steering Group of the Best Practices Programme and will be awarded in December this year. During the meeting, members of the Steering Committee gave a note of best practices known in the documentation visits and have decided the winning practices.

Thus, 29 communities from 19 districts and municipalities were visited between August and September 2021 by the project implementation team. We remind you that for the current edition of the Good Practices Program, 64 of the most innovative best practices were submitted, implemented by 40 local public authorities in Moldova during 2019-2020. The sections applied by local public administrations are: 1. Transparent governance for an efficient public administration 2. Local development through community involvement; 3. Energy efficiency - a priority for any locality; 4. Authentic traditions at home.

As a result of the competition, the best practice models of local public administration in Moldova were identified and disseminated, promoting the remarkable results of the communities that deserve to be known at the national and international level. In this sense we can mention the Center of Excellence in Energy Efficiency from Feștelița village from Ștefan Vodă district; tourist routes from Sipoteni, Calarasi district; the traditional cuisine festival "GurmanIA" in Tarigrad; the basins from Ghindești commune and Rogojeni village; urban hackathon “Your city is changing for you. Together with you” from Ungheni; thermal rehabilitation of institutional buildings in the city of Cantemir and the list goes on.

"The best practice competition in 2021 comes with a range of innovative, inspirational, and most importantly, for the benefit of citizens. Despite the pandemic context, mayors continued to develop new practices and projects and to be actively involved in mobilizing resources for the prosperity of localities. The Good Practices Program appreciates this effort and ensures the wide dissemination of these good practices”, says Victoria Ivancioglo, UNDP Moldova project manager and member of the Coordinating Group.

In his turn, Valeriu Musteață, the mayor of Săiți village and the member of the Coordinating Group appreciated the dedication of the mayors: “As a member of the Coordinating Group of the Best Practices Program of the Local Public Authorities this time I am pleasantly surprised by what I saw in my primary colleagues, who with their own sacrifice bring you the contribution to the prosperity of the communities they lead”.

"I am deeply surprised that despite the pandemic, the number of communities participating in the good practice competition remains constant. The pandemic seems to have mobilized local public authorities. The good practices in this edition are simply amazing", said Diana Chiriac, main consultant, Public Administration Department within the State Chancellery.

As a member of the Coordinating Group, I appreciate the professionalism of the team implementing this program and the initiative to support and promote local communities”.

Nine communities in Moldova will open their doors until November 26 to share best practices

 

Communities with best practices will organize Open Doors Day in their localities from 13 October to 26 November 2021. Thus, representatives of local authorities in nine municipalities will share their successful experiences with other mayors and the general public.

Local communities in Moldova that are proud with their best practices will be discovered in the Best Practices Programme. Find out who these communities are

 

The most innovative good practice projects from 29 communities in the Republic of Moldova are to be visited in the next period to see live how the success stories are implemented. The communities were selected on August 20, by the members of the Steering Group of the Best Practices Programme of Local Authorities at a meeting. The Best Practices Programme is implemented by IDIS "Viitorul" with the support of the Council of Europe and aims at identifying, promoting and disseminating good practices among local public authorities in the Republic of Moldova, thus contributing to the efficiency of local governance.

Among the good practices that the localities in the country are proud of, we can mention the photovoltaic park from Feștelița village from Ștefan Vodă district, a village with energy intelligence; the fire and rescue service from Bravicea village (Călărași district); tourist routes from Sipoteni, Călărași district; the traditional “GurmanIA” cuisine festival in Țarigrad, attended by over 250 visitors; the festival for the promotion of our dowry from our ancestors “La Bășcuțele din Țîra” from Ghindești commune, Floresti district; urban hackathlon “Your city is changing for you. Together with you”, from Ungheni municipality, within which 11 concepts for modernizing the center of Ungheni municipality were proposed to the local authorities; thermal rehabilitation of institutional buildings in the city of Cantemir and the list goes on.

This year's competition involves 64 of the most innovative best practices, implemented by 40 local public authorities in Moldova between 2019-2020. The sections to which local governments have applied are: 1. Transparent governance for efficient public administration 2. Local development through community involvement; 3. Energy efficiency - a priority for any locality; 4. Authentic traditions at home.

Regarding the distribution of practices by regions, the Center area remains the most active. Therefore, 39 best practices from 21 communities were submitted from the Center, 14 best practices from 11 communities were submitted from the South, and 11 best practices from eight communities were submitted from the Northern region of the republic.

"At the local level we work with a lot of effort and dedication, and through the competition of best practices we want to encourage local communities and public authorities. The Best Practices Programme is the only program that manages to highlight the good practices of LPA with limited resources, but with dedicated people, united community, responsibility and high capacities", mentioned the president of CALM, Tatiana Badan.

Once visited, communities will organize open days (online or live, depending on the epidemiological situation regarding COVID-19 infection in the country), and the best examples of good practice will be included in an Anthology of best practices and will be awarded in a festive ceremony at the end of 2021.

But also, the opportunity to remove from anonymity competitiveness, professionalism, inclusion, cultural diversity, openness and transparency in the work of local authorities. The State Chancellery appreciates and supports the Best Practices Programme, thus contributing to the efficiency of the local government, strengthening the institutional capacities and developing the performances", underlined Diana Chiriac, main consultant of the Public Administration Department of the State Chancellery. of the Coordinating Group.

Valeriu Musteață, the mayor of Săiți village and a member of the Steering Committee Group, added “I am glad to be part of the Steering Group, and this activity helps me a lot in my activity as mayor. Through this project I have the opportunity to know the good practices of my colleagues from all over the country, to inspire me and to implement them in my locality. At the same time, I appreciate the local public authorities who have good teams at the local level and manage to raise resources on their own, to mobilize citizens and to win good practice projects, which contribute to the development of communities”.

The Steering Group of the Best Practices Programme monitors and evaluates the implementation of the Best Practices Program, oversees the evaluation and selection of best practices of local government.
